Illegal Tobacco Sales

This indicator shows the rate of illegal sales of tobacco and e-cigarettes to underage persons as measured through retailer violation rates.

Why is this important?

As of 2016, the legal age to purchase tobacco products in Hawai‘i increased to 21. In spite of laws prohibiting the sale of tobacco products to young people, many are still able to obtain them. Preventing tobacco use among young people is especially important as tobacco use is most often initiated and established early in life. More than 90% of adult smokers began using tobacco before the age of 21 years. Preventing youth from obtaining tobacco products can reduce smoking initiation rates, thereby reducing tobacco use in the entire population.
